Affiliated institutions

The Inter-university Council of Catalonia's Programming and Academic Planning Committee agreed on the need for an institutional evaluation to be carried out of all colleges and member institutes of Catalan universities (affiliated institutions) submitting EHEA-adapted proposals for degree programmes to be introduced from the 2009-2010 academic year onwards.

The evaluation programme of affiliated institutions has basically three purposes:

  1. To help all affiliated institutions in the Catalan higher education system to achieve a level of quality that will enable them to successfully deal with the challenges facing the higher education system in general in the short and medium-term. These include the preparation and delivery of Bachelor and Master’s degrees, pursuant to the requirements of Royal Decree 1393/2007, 29 October, which deals with the structuring and organisation of recognised university degrees; and incorporation into the AUDIT programme and the promotion of quality assurance systems.
  2. To stimulate certain affiliated institutions so that they attain or demonstrate they have attained advanced levels of quality in one or more areas of their activities.
  3. To facilitate decision-making by the Board of the Inter-university Council of Catalonia and the Ministry of Innovation, Universities and Enterprise, with regard to university programming.
 

The evaluation model

The model envisages two levels of evaluation: a basic level and an advanced level.

The basic level sets a series of quality standards and specific criteria in relation to:

1. The programmes of study.
2. The management of the institution.
3. The human resources.
4. The physical resources.

The advanced level has the aim to encourage institutions to enhance their quality to a level of excellence either within one or more areas of their spheres of activity. In particular, a wider range of scope is taken into consideration, which includes:

1. Programmes of study.
2. Management of the institution.
3. The human resources.
4. The physical resources.
5. Research and knowledge transfer.
6. Involvement with the community.

Evaluation process

The evaluation methodology is set out in two guidebooks:

The initial stage has involved the evaluation of all colleges and member institutes of universities in Catalonia wishing to introduce EHEA-adapted degree programmes that have not been evaluated by AQU Catalunya in the last six years or have not had their quality assurance system certified (ISO, EFQM or similar). On March started the second stage, and on June the third.
