Meta-evaluation of validation, modification and monitoring

One year on from the start of the validation, modification and monitoring of recognised degree programmes, the Agency has analysed the development and outcomes of these processes, bearing in mind all of the various stages, and has identified strong and weak points, together with possible improvements that can be made. In order to carry out the meta-evaluation, AQU took into consideration the views of three key stakeholders involved in the validation, modification and monitoring of recognised programmes: reviewers, programme coordinators and the heads of QA units, and university management.

Validation and modification. The overall assessment of the process by reviewers is very positive. They consider the objectives of evaluation and the general running of programme validation and modification to be relevant and appropriate. Programme coordinators are of the same opinion although less so in the case of the heads of QA units.

Reviewers and programme coordinators assess the role of AQU Catalunya and information transparency in the process as being very appropriate. The heads of QA units are also of the same opinion, although less so. The three stakeholders consider however that the process is rigid and that it could be simplified. University management officials and heads of QA units stated that it involves a considerable investment of time and resources that could be applied in other ways to improve and enhance programmes.

Monitoring. The overall assessment of the process was positive. Reviewers consider the objectives of monitoring to be relevant and appropriate, and heads of QA units and university management officials consider that those involved in drawing up the progress reports are appropriately knowledgeable about the process.
The role of AQU Catalunya and information transparency were also positively assessed. Nevertheless, reviewers, programme coordinators and heads of QA units consider that the process needs to be simplified.
