Research centres (2006-2008)

The purpose of the Interministerial Committee for Research Assessment (CIAR), which was set up by the Interministerial Council for Research and Technological Innovation (CIRIT), is to create and coordinate a professional structure for R&D assessment. Made up of the three agencies and two foundations involved in research assessment activities in Catalonia [AQU Catalunya, the Catalan university and research grants administration agency (AGAUR), the Medical Technology and Research Assessment Agency (AATRM), the Catalan Foundation Institution for Research and Advanced Studies (ICREA) and the Catalan Foundation for Research and Innovation (FCRI)], the committee's assignment was to carry out the ex post assessment of the Third Research Plan for Catalonia (Third RPC), 2001-2004.

Within this context, AQU Catalunya and the CIRIT signed a collaboration agreement whereby the Agency carried out the assessment of the Plan's Research Institute Programme in 2006. This process involved assessment of the achievement of certain general aims set out in the Third RPC, in the absence of any specific aims in the Research Institutes Programme. Under the Third RPC, forty-five research units were funded, thirty-eight of which were research units and seven reference centres.

Assessment

The assessment set out to make a thorough analysis of the aims of the Programme achieved by the R&D Institutes that received funding in the framework of the Third RPC, without any assessment of the oinstitute by itself. To make the assessment, the committee for the assessment of the research institute programme (ACRE) examined the units' activities reports. The final assessment report on the Research Institutes Programme was delivered to the CIRIT.

Results

Following its participation in this assessment process, and on the basis of experiences in Spain and other countries, AQU Catalunya produced the a guide as a way to contribute to the improvement of the planning, administration and policy-making towards excellence of R+D institutes.

The Guide describes an assessment process that follows ENQA's guidelines whereby an initial internal assessment and the drawing up of a self-assessment report by a self-evaluation committee is made, followed by an external review by an international external review panel. The Guide details the following points in relation to the self-assessment:

  • mission
  • vision: policy and strategic plan
  • organisation and leadership in the institute
  • human resources
  • infrastructures
  • external relations
  • interaction with society, communication and image
  • results
  • funding: projects and agreements
  • teaching activity (where applicable)

These aspects cover all of the dimensions that need to be analysed in the unit's assessment.
