Los retos identificados en los procesos de la evaluación externa no pueden ser, en ningún caso, un obstáculo, entre otros motivos, en la promoción y la implantación de títulos conjuntos (joint programmes), ya que estos títulos son un distintivo propio del Espacio Europeo de Educación Superior (EEES). Concretamente, el objetivo de los joint programmes es mejorar la movilidad del alumnado y del personal de las universidades, facilitar el aprendizaje mutuo y las oportunidades de cooperación, y crear programas de excelencia. Además, ofrecen una experiencia europea de aprendizaje genuina al alumnado y también representan la «unidad» en la concesión del título.
En 2015, los ministros y ministras de Educación Superior aprobaron el llamado European Approach (EA) en la Conferencia de Ereván, con el objetivo de simplificar los procesos de evaluación externa de los títulos conjuntos. Esta estrategia se centra en el establecimiento de estándares que se basan en las herramientas establecidas en el EEES, sin tener en cuenta la aplicación de criterios nacionales adicionales, y en facilitar enfoques integrados para el aseguramiento de la calidad que reflejen su carácter conjunto.
AQU Catalunya está firmemente comprometida con los principios de aseguramiento de la calidad establecidos en el EEES y, en consecuencia, realiza evaluaciones de acuerdo con el EA, y reconoce evaluaciones de otras agencias registradas en el EQAR. AQU Catalunya ha aprobado el procedimiento vinculado al EA (descrito brevemente en secciones posteriores de este artículo) y, a estas alturas, ya ha aplicado esta metodología en dos escenarios: la verificación de un título conjunto implantado en dos universidades diferentes y la verificación de un título en el marco de la European Universities Initiative. Actualmente, la Agencia todavía no ha aplicado el EA en ningún proceso de acreditación de titulaciones.
¿Qué es el EA?
El European Approach (EA) se ha desarrollado con el objetivo de simplificar los procesos de evaluación externa de los programas internacionales en los que participan al menos dos países del EEES. Este procedimiento es aplicable:
- Si alguna de las universidades implicadas necesita una evaluación externa de la titulación.
- En los contextos en los que se permite que los centros autoacrediten sus titulaciones (self-accrediting status). En este caso, el EA puede ser una herramienta útil en los procesos internos de aseguramiento de la calidad.
- En el caso de programas ofrecidos conjuntamente con instituciones de fuera del EEES. En este supuesto, habría que validar si las autoridades nacionales de estos países aceptarían este enfoque y si reconocerían la decisión de una agencia registrada en el EQAR.
¿A cuántos títulos sería aplicable?
En total, el 14 % de los títulos del sistema universitario catalán (SUC) son interuniversitarios, el 20 % de los cuales son internacionales. Los títulos interuniversitarios son más propios de másteres y doctorados.

Si bien el número de joint programmes puede parecer pequeño, hay que pensar que, en promedio, en cada título interuniversitario participan 6 o 7 instituciones, con un rango que oscila entre 3 y 14 universidades participantes. En realidad, estos 40 títulos internacionales corresponden a 242 títulos. Así pues, una evaluación conjunta permite un importante ahorro de recursos; pero no solo eso, sino que también incrementa la validez de la evaluación, porque se toma en consideración su característica fundamental.
¿En qué consiste?
El European Approach (EA) contiene tres secciones: en la primera se establece a quién sería aplicable, en la segunda se describen los nueve estándares de evaluación, y en la tercera se describe el procedimiento de evaluación externa.
En cuanto al procedimiento de evaluación externa, las únicas diferencias que existen respecto a los procedimientos de AQU Catalunya son las siguientes:
- Todos los procesos de evaluación requieren una visita externa, tanto si se trata de procesos de verificación como de acreditación.
- El comité externo debe incluir al menos un miembro experto de uno del resto de los países en los que se imparte el programa formativo. Globalmente, se recomienda que el comité externo tenga conocimiento del funcionamiento de los sistemas de educación superior de todos los países en los que se imparte el programa.
- Es altamente recomendable que haya cooperación entre las agencias de calidad de los diferentes países implicados, a fin de asegurar que no haya problemas con el reconocimiento oficial de las titulaciones.
- La validez del EA es, para todos los títulos, de seis años.
¿Cuáles son los estándares del EA y cuál es la correspondencia con los estándares de evaluación de AQU Catalunya?
La tabla 2 muestra la correspondencia entre los nueve estándares del EA y los estándares de evaluación de AQU Catalunya para los procesos de verificación y de acreditación, de acuerdo con el documento Conditions for the recognition by AQU Catalunya of joint programmes accreditations using the European Approach framework.

¿Cuál es el procedimiento que hay que seguir para realizar una evaluación de acuerdo con el EA?
La universidad coordinadora debe realizar la solicitud mediante los canales habituales. En el momento de planificar los títulos que habrá que evaluar, hay que establecer que se quiere que la evaluación siga el procedimiento del EA.
Se aplicará la metodología de la guía y la plantilla de evaluación externa.
¿Cómo funciona si el proceso lo lidera otra agencia registrada en el EQAR?
AQU Catalunya, en el documento Conditions for the recognition by AQU Catalunya of joint programmes accreditations using the European Approach framework, ha establecido las condiciones para las que reconocerá automáticamente las acreditaciones o verificaciones (acreditación ex ante) llevadas a cabo por universidades no catalanas coordinadoras de joint programmes.
AQU Catalunya solo reconocerá aquellas evaluaciones realizadas de acuerdo con el EA por agencias registradas en el EQAR. En caso de que se trate de agencias o instituciones, habrá que firmar un acuerdo para que la evaluación realizada sea reconocida por AQU Catalunya.
