EU-ASEAN Sustainable Connectivity Package – Higher Education Programme (SCOPE-HE)
The EU-ASEAN Sustainable Connectivity Package – Higher Education Programme (SCOPE-HE) is a joint initiative funded by the European Union that contributes to strengthening ties between the EU and the Association of Southeast Asian Nations (ASEAN), as well as among ASEAN countries themselves, through cooperation in higher education, research and vocational education and training. Its implementation is carried out by the Dutch educational organisation Nuffic in collaboration with the German Academic Exchange Service (DAAD). Among the projects supported by this initiative is a study aimed at supporting the ratification and implementation of international (UNESCO Global Convention) and regional Asia-Pacific (Tokyo Convention) agreements for the recognition of higher education qualifications in ASEAN (A Study on the Ratification and Implementation of the Tokyo and Global Conventions on the Recognition of Higher Education Qualifications in ASEAN).
The study aims to provide an overview of the state of ratification and implementation of the Tokyo and UNESCO Global Conventions across the 11 ASEAN countries, as well as a comparative analysis with the European experience, with a view to developing proposals to facilitate the adoption of these conventions in the region. The research team, led by the Indonesia Cyber Education Institute and Italian Information Center on Academic Mobility and Equivalence (CIMEA), includes the participation of AQU Catalunya.
The expected outcomes of the study, which is scheduled to conclude in 2027, include an assessment of regional frameworks and institutional capacities within the ASEAN context, the formulation of operational recommendations to promote the adoption of recognition conventions, and collaboration in consultation and dissemination activities aimed at public policy-makers.
