AQU Catalunya meets with the Technical Quality Units of Catalan universities for the first time in 2026
The Agency’s director, Mercè Gisbert Cervera, presented her report outlining the Agency’s most immediate projects, including the implementation of the QUALINS Framework, the development of the ‘Subject Benchmark Statement in Education’, and the ENQA external review visit scheduled for November.
The Technical Quality Units (UTQ) of Catalan universities met today online with the director of AQU Catalunya, Mercè Gisbert, to be updated on the Agency’s activities in the areas that most directly affect them. After approving the minutes of the previous meeting, Gisbert presented the Director’s Report to attendees and then provided information on the implementation of the QUALINS Framework, specifically the pilot evaluation within the verification of programmes. She also informed participants about the planning of the completion of the Subject Benchmark Statement in Education, as well as upcoming studies. Gisbert concluded the presentation of her report by reminding attendees that AQU Catalunya will host the ENQA external review visit at the end of November.
The director also presented the changes introduced in the monitoring procedure for official university programmes, highlighting that it is a continuous improvement process and does not involve revising assessments of standards, dimensions or accreditation levels. Monitoring takes place three years after the evaluation report is issued.
Regarding the update of the Guide for institutional accreditation of university centres and its procedure, the director explained that comments and suggestions raised during the debate session held with the Technical Quality Units in February 2026 at AQU Catalunya’s headquarters had been taken into account, along with recent regulatory changes. The changes introduced in the monitoring procedure for institutional accreditation of university centres follow the same approach as programme accreditation monitoring, as no reassessment of evaluations is foreseen and the same monitoring period is maintained.
Gisbert then provided an update on the revision of the teaching evaluation methodology, noting that the new guide and procedure are expected to be presented before summer 2026, along with a public consultation. The session continued with a discussion led by the director on how universities and university centres are adapting to the requirements established in Royal Decree 905/2025, particularly the requirement that all centres in the Catalan university system must certify their internal quality assurance systems (IQAS) within three years.
