Ana Vallés Lluch, new member of the Appeals Commission
The professor of Applied Thermodynamics at the Technical University of Valencia, Ana Vallés Lluch, has been appointed by the AQU Catalunya Governing Board to be part of the Appeals Commission after the proposal of the Agency's president.
On 16 April, AQU Catalunya Governing Board appointed a new member of the Appeals Commission (COAPEL), chaired by Dr. Neus Vidal Martínez. Dr. Ana Vallés Lluch was chosen to fill the position of member, fulfilling the Commission's need for an expert in engineering and architecture.
One of the six members of COAPEL will be Dr Vallès, who is a professor of applied thermodynamics at the Technical University of Valencia at the moment. With her appointment, there will be three women out of the six members of the Commission, making it totally equal. The Commission has a fair representation of experts from both inside and outside of Catalonia, with half coming from universities in the region and the other half from academic institutions outside of it.
COAPEL is the commission in charge of ruling on appeals lodged against the decisions of the Research Assessment Commission and the Institutional and Programme Review Commission, among others. Its resolutions exhaust the administrative route. Furthermore, the commission has the authority to settle appeals made against the decisions made by the assessment, accreditation and certification bodies.
Composition
Article 16.2 of the AQU Catalonia Law states that the president of the Appeals Commission is a member of the Governing Board, selected from among the three eminent academics who are members of the council with international recognition. The remaining members, like the president, are highly qualified individuals with prestigious backgrounds in academia, science, or other fields. They must also fulfil the prerequisite of not being a member of any other AQU Catalunya body.
The members of the Appeals Commission are appointed by the Governing Board, at the proposal of the Agency's president. The president of the Commission serves for the same term as a member of the Governing Board. The terms of the other Commission members are four years at first, renewable once, and then half again every four years.
