AQU Catalunya received 85 verification requests and 246 modification requests during the 2025 call
The number of cases for these two types of evaluation received by the Agency has increased compared to the previous call.
AQU Catalunya received a total of 85 verification requests and 246 programme modification requests during the 2025 call. The number of these requests, submitted by universities, has increased compared to the 2024 call. Verification requests rose by 10% —with eight more received— while modification requests increased by 46%, from 169 in 2024 to 246 in 2025. This trend consolidates an upward trajectory already observed in recent years and is the result, among other factors, of the entry into force of Royal Decree 822/2021.
Regarding outcomes, the percentage of favourable verification reports decreased from 95% in 2024 to 83% in 2025. In the case of modifications, results have remained practically unchanged: between the 2024 and 2025 calls, favourable outcomes increased by only 0.5%.
Verification is an evaluation model that involves ex ante accreditation of study programmes, that is, before they are implemented. On the one hand, its objective is to ensure the quality of proposed bachelor’s and master’s degrees —so that they are appropriate in both content and form for evaluation and for the generation of public information associated with official qualifications— and, on the other, it fosters a dynamic of continuous improvement through the identification of strengths and weaknesses and, where appropriate, the provision of recommendations for improvement to be considered throughout the implementation of the programme.
Modifications introduced into the approved programme specifications of official degrees are assessed using the same standards and criteria applied in the evaluation of verification proposals. In accordance with Royal Decree 822/2021, modifications may be non-substantial —minor changes that improve the programme and result from the regular monitoring carried out by each institution within its internal quality assurance system— or substantial —changes that improve the programme and also stem from monitoring or requirements derived from previous evaluation processes, but which go beyond the scope of non-substantial modifications—. Ultimately, the relevant evaluation committee determines whether the proposed modifications constitute a significant change to the programme.
